Exit of IGP Abubakar: He Came, He Saw, He Nearly Conquered
The pronouncement of Mohammed Dahiru Abubakar, as the new Inspector-General of police in January 25, 2012, was heralded with different reactions. Some positive, some negative. It came after the inglorious removal of Hafiz Ringim whose fall from the power vortex was seemingly prolonged by series of operational gaffes and gaping security challenges.
The general opinion was Ringim may have swum into career luck whilst he served as Commissioner of Police in Bayelsa State Command. He was there when Chief Diepreye Alamieyesigha, was impeached as governor.
Dr. Goodluck Jonathan who was then his deputy was subsequently sworn in as governor in December 2005. That may be where they stuck the bond that catapulted him into the enviable position of the country’s number one policeman.
On board: The case of MD Abubakar was totally different…
Repositioning: However, he was able to surmount the attendant criticisms and succeeded in taking over as the 16th indigenous Inspector-General of Police in Nigeria. As soon as he picked up the mantle of leadership of the force, he worked tirelessly, like a trojan horse, to reposition the force and restore public confidence with the various reforms he embarked upon. Nevertheless, there is no doubt that he has had his fair share of achievements, challenges and failures, just like his predecessors. This is more so when it is glaring that the organizational structure, institutional culture, legal and normative frameworks governing the Nigeria police, promote partisanship, corruption and human rights abuses; it is almost an impossible task to perform professionally and effectively. Under this prevailing circumstance, except the man at the helm of affairs in the force decides to rock the boat, get into trouble water or make history, otherwise, he can make no much difference in a perverse and rotten system. This becomes more apposite when it is well known that the performance or otherwise of any Inspector-General of Police does not depend so much on the individual disposition or the personality of the appointee as it is on the system. The institutional structures in place as well as the political interest and ideology of the regime or government in power play pivotal role in this.
Successes: Part of his success is the reprieve he gave to Nigerian road users especially, between January 2012 and reasonable part of 2013, when he dislodged over 3,500 police roadblocks across the country. Before the dislodgement, thousands of innocent Nigerians were killed as a result of extortion at roadblocks and other related police abuses. Billions of naira were also extorted from innocent Nigerian road users. For instance, between 2009 and December 2011, over N53billion was allegedly extorted by Policemen at roadblocks from Nigerian road users. Commendably, retired IGP Mohammed D. Abubakar, was able to sustain the dislodgement. Though there were pockets of abuses, he ensured that offenders were seriously punished. To his credit, many innocent lives were saved and billions of naira that would have been extorted saved as well.
Other largesses: He advocated a minimum wage of N50, 000 for police constables in the force because he believed that it will go a long way to boost their morale and promote efficiency. He made a proposal to the federal government on serious representation for the actualization of a new salary structure for members of the force. Apart from that, other welfare packages like housing, montage policy and efficient cooperative society, were restructured to ensure that every policeman benefits from the scheme which started with the 5000 housing unit in Abuja. The new police hospital in Ibadan, Oyo state, the new Force Insurance building and transit quarters in Abuja which was constructed and furnished by him, the police mini-hall of fame, the gigantic and eye-popping edifice housing the Force Criminal Investigations Department at Area 10, Abuja, are some of the innumerable legacies he bequeathed to the force within such a short time.
Aesthetics: In terms of aesthetics, it is on record that the regime of Muhammed Abubaker revolutionized the appearance of both the police personae and infractures all over the country. His regime turned virtually all police stations into marvels as officers and men competed to outshine each other in making their offices and stations spectacles to behold. It was during his era that the appearance of members of the force turned into bold efforts with their new belts, to the chagrin of fashion designers. His exemplary style manifested more glaringly at the Force Headquarters in Abuja where he turned the building into a magnificent edifice. Members of the force learnt how to protect their stations and public buildings.
Intelligence: In the area of intelligence, about 160000 policemen were sent for training while 10,000 were trained in detective training. It was during his tenure that officers that were promoted into the rank of Assistant Inspectors-General of police went for a two- week management training in Lagos- the very first. In the area of equipment, he made judicious use of the meager resources that trickled from the Federal government and went to a great extent towards galvanizing both state governments, viable agencies and parastatals to help and equip the force. This manifested in the large number of vehicles provided for members of the force during this era. In this regard, more than 300 patrol vehicles were deployed to major roads across the country for effective policing and safety of the people on the highways.
Intimidation and harrasment:In the area of intimidation and harassment of innocent Nigerians including Journalists, MD, as he is popularly called, ensured that erring officers were given commensurate punishment.
Critiques: His critics will definitely point fingers at police inability to contain internal security challenges ravaging Nigeria, inability to tame high incidences of unlawful killings including extra judicial executions or killings by his officers and men as well as torture particularly, during criminal investigations and detention of those accused of being in conflict with the criminal law. There is also the vexatious issue of curtailing corruption and other related forms of police abuses.
ICT PROGRAMME
It is also a generally held view that his noble efforts at given the seemingly ICT illiterate force a boost suffered major drawbacks as a result of paucity of funds. It is obvious that where ICT policing and preventive policing becomes absent in the curriculum of a police force, torture, unlawful killings, ape-like intelligence quotient and graft, rule its general policing and criminal investigation and trial managements. And where these lapses become pronounced, society which it polices, degenerates from street or common crimes to group crimes such as ethno-religious group insurgencies ravaging the country. That may account for the excesses of the dreaded Boko Haram insurgents in Nigeria today.
ENEMY WITHIN
Nevertheless, feelers from within the force speak of reasonable discontentment. This is not unconnected with some unfavorable withdrawals from their salaries, a case the authorities made fruitless efforts to defend to no avail.
POSTERITY
However, it is crystal clear that when the history of the Nigeria Police Force would be told, Muhamed Dahiru Abubakar, must have a golden place in the hall of fame. One can confidently assert that, he came, he saw and he nearly succeeded in turning the force into an eldorado. Posterity must definitely credit him with high marks.

With less than two weeks to the Osun governorship elections, the latest survey conducted by the reputable firm of TNS-RMS (a member of Gallup International) has confirmed the domination of the Osun political landscape by the All Progressives Congress (APC) on all critical indicators.
“The APC continues to dominate the political landscape in Osun State judging by its performance on all key indicators evaluated: it scored highest and also increased in rating on first mention, sympathy, and voting
intention,” the research firm said in its final report.
According to the study, the incumbent governor, Rauf Aregbesola, is the candidate of choice by Osun voters with a 73% lead over other candidates. This is a clear indication that the choice of Osun voters in the next
governorship race is Governor Rauf Aregebsola. Meanwhile, Senator Iyiola Omisore of the PDP comes a far distant second, polling 19% representing a 2% decline from the earlier survey.
“The incumbent (Governor Rauf Aregbesola) remains (the) main voting choice. Voting choice for Senator Omisore declined by 2% and seem not to pose a threat to the incumbent’s chances of re-election as he remains firmly ahead of the race,” TSN-RMS said in its report.
The two phased survey was conducted over a period stretching June 2014 into the third week of July 2014.

The APC also rates very high in the survey as its top-of-mind and awareness increased from 75% to 78% over the two polls, followed by a very far distance by the PDP with 18%, a drop of 3% from 21% in the first study. The Labour Party maintains third rank with a negligible 1%. Furthermore, electorate choice for APC is now 70% – boosted by 1% increment. 19% say they would vote for the PDP, another 3% drop. Electorate choice for Labour Party remains 1%.
The report goes further to say, “While Ogbeni Rauf Aregbesola is more known than his party, Senator Iyiola Omisore (of PDP) is less known than his party. Top-of-mind awareness of Ogbeni Rauf Aregbesola increased to 85% from 79%), affinity increased from 72% to 74% and chances of being re-elected increased from 71% to 73%.”
Conversely, it is a tale of decline for the man in second place, Senator Omisore. For top-of-mind awareness, the PDP candidate toppled to 13% (from 19%), affinity fell to 19% (from 21%) and chances of being elected declined to 19% (from 21%).
While the affinity of Osun electorate towards the APC increased by 4%, PDP failed to maintain its connection to the people. The favourable perception of Osun voters towards the All Progressive’s Congress, APC stood at 83 per cent while on 17 per cent viewed APC as unfavourable.
According to the polls, 98% of the electorates in Osun State have said they would participate in the August 9th gubernatorial election. This indicates that the people are prepared for all eventualities in election.
The survey also revealed the strength of the candidates and their parties in the local government areas across the state; “Repeat of APC high chance to win in all the LGAs seem to play out again in the next election, APC is poised to repeat this feat except in Ife Central and Ife East; the PDP seemed well positioned to win these two LGAs. The Labour Party’s weakness is imminent across all the LGAs.
“The incumbent’s chances of being reelected remain same across the LGAs except in Ife Central and Ife East. The incumbent’s chances of re-election remain high and leads his closest rival by a good margin of 54%-an increment of 4% over last survey.”
The voters’ confidence in Attahiru Jega-led Independent National Election Commission (INEC) took a 10% hit, dropping to 57% to 67%.

- 2. Although the gap closed up significantly, APC still maintains a healthy lead over the PDP and other opposition power on overall awareness.
– 3.Voter sympathy is expressed more firmly in favor of the APC, more than 2/3 voters express sympathy to APC compare to 1/5 voters who show sympathy to PDP.
– 4.Overall, All Progressive Congress (APC) enjoys and maintains a comfortable assessment over other parties.
– 5. Overall, the electorate speaks favorably about APC and have a positive perception towards the party. Adduced to be a grass root party, a party that has proven record of performance and party for the masses.
– 6.Spontaneous awareness of Ogbeni Aregbesola seem to increase as party awareness increases, PDP top-of-mind awareness declined and still trail far behind APC
– 8. The incumbent governor is highly rated and he continues to lead other candidates in all the stated attributes. Senator Omisore seem to drop marginally in all the stated attributes.
– 9. The incumbent remains main voting choice for the voters. Voting chance for Senator Omisore declined by 2% and seems not to pose a threat to the incumbent’s chances of re-election as he remains firmly ahead
of the race.
- 10. Influence of candidate’s personality has increased to be main driver of voting choice. This is followed by the appeal of individual candidate’s track record. Influence of party platform continues to diminish.
- 11.Confidence level in INEC’s ability to deliver, both as an umpire generally and in the Osun State elections have drastically reduced, and now tend towards average.

The statement from the Presidency read: “President Goodluck Ebele Jonathan has approved the appointment of AIG Suleiman Abba as the acting Inspector-General of Police.
“AIG Abba, currently the Assistant Inspector-General of Police in charge of Zone 7, comprising Abuja, Kaduna and Niger states, replaces the incumbent Inspector-General of Police, Mohammed Abubakar, who proceeds on statutory retirement today having completed 35 years in service.
“The incoming Inspector-General, a lawyer, hails from Jigawa State and is an alumnus of the Nigerian Institute of Policy and Strategic Studies.
“Positions previously held by him in the Police include Assistant Commissioner of Police in charge of the Criminal Investigation Department, FCT Command; Deputy Force Secretary, and Commissioner of Police, Rivers State.
“His appointment is with effect from Friday, August 1, 2014.”
The former IG Abubakar led Abba to a private meeting with the President shortly before his appointment was made public.
In an interaction with State House correspondents after the meeting, Abubakar thanked Nigerians for their support. He described the position of an IG as challenging but said the experience was worthwhile.
He said as somebody who had been in the police for quite some time and very experienced, he expected his successor to take the police to the next level.

Borno Youth Vigilante Association, Civilian JTF, has forwarded a letter of appreciation to Dr. Peregrino Brimah, founder of ENDS.ng, Every Nigerian Do Something, for his and the organisation’s support in their war against Boko Haram terror. In the letter signed by the overall chairman of the thousands-men association, Abba Aji Kalli, the Youth Vigilantes thanked Dr. Brimah for the support given which has boosted their moral, and encouraged them to put “more energy, strength and power into fighting terrorism and insecurity and making the citizens of Borno more law abiding at all cost.”
The Youth further thanked Dr. Brimah of ENDS, saying the support will be forever written “in gold” for future generations and such support is necessary in helping them tackle the terror crises that has devastated the socio-economic structure of Nigeria as a whole with e north-east most particularly.
The ENDS organisation donates self-defense and communication tools like walkie-talkies, tasers and pepper spray, and other valuable equipment for the intractable war against Boko Haram, like torchlights. ENDS has also recently donated battery-powered blow-horn community alarms and hand-held, pocket horn alarms to most affected outskirt villages like Gamboru-Ngala, Bama, Kala-Balge and the like, to increase community alert speed and response time in the advent of recurrent terror attacks. Other classified costly anti-terror equipment have also been transferred to the Civilian JTF as well as cash donations.

After the Church Service, Dora’s body would leave for Enugu, where there would be a Mass at KSJ Temple at 4:00 p.m. After a High Requiem Mass at Holy Ghost Cathedral Enugu at 9:00 a.m. the next day (Wednesday, August 27), Dora’s body would be taken to UNCOMA Hall, College of Medicine, Ituku Ozalla, Enugu, for Final College Assembly to start from 11:30 a.m. From there, the body would be taken to Awka for Anambra State Government activities, then to Dora’s father’s house in Nanka, before being returned to her husband’s house at Agulu for a Vigil Mass/Wake-Keep.
On Thursday, August 28, Dora’s body would lie in state at John Chike Akunyili’s Compound before leaving for Agulu Town Hall, then Madonna Catholic Church Agulu for a Requiem Mass to hold by 10:00 a.m. Interment at John Chike Akunyili’s Compound follows at 1:30 p.m.
Dr. Akunyili in a statement expressed gratitude to Nigerians for their outpouring of love and support for his family at this moment of grief. “This has gone a great way in helping us to cope with the monumental loss of our precious gem, my beloved wife, Dora,” he said.
It would be recalled that Prof. (Mrs.) Akunyili, a former Director-General of the National Agency for Food and Drug Administration and Control (NAFDAC), died last Saturday, June 7, after a two-year battle with cancer.
Prof. (Mrs.) Akunyili, who was a delegate to the on-going National Conference in Abuja, would have turned 60 on July 14, 2014.

Mum of suspected bomber who disguised as a woman says he's not a terrorist
On Friday July 25th, the Nigerian military released a statement saying they’d arrested a man dressed as a woman who is suspected to be connected with the Wednesday 23rd bomb blast targeted at former Head of state, General Buhari. (read here)
Well, the suspect’s mother Zubeida Yusuf, who lives in Mando, Kaduna has spoken and she says her son, Mansir Yusuf, is no terrorist. She said the military mistook her son for a terrorist because he was found wearing female clothes;
“My son is not a terrorist. What is wrong with him is an evil spiritual attack which is making him to prefer women’s clothing and to act as one who is mentally retarded. Everyone in Mando knows that he only has a spiritual condition that is making him to act strangely.
“He often dresses normal from home, but whenever he gets to an uncompleted building, he would go in and change to the female clothes. He usually carries his bag. He has been taken to the Village Head several times and has been flogged in the hope to cast away the spirits, but the spirits have remained and have continued to torment him,” Zubeida told Daily Trust. “My son said he was going there too and I told him to stay at home. But he sneaked out, and as usual he carried his bag with woman clothes and mobile phones.”
Zubeida challeged the government and everyone to come to Aminu Kano Street in Mando and ask of Mansir Yusuf, saying “they all know him and know his spiritual challenges for years.”
“We have even suggested several treatment options to the family which I am sure they have commenced. But his case is purely a spiritual attack,” he said.
“the spirits making my brother to misbehave strangely have hindered him from doing any work to earn a living except the desire for wearing female clothes.”
“I heard that the mastermind of the blast has been caught but before I could go and see him another person told me that the suspect is a mentally retarded boy from Mando and that nothing was found on him.”

Expect Beyoncé to post a staged Instagram photo of herself and hubby Jay Z any minute now, because things between the couple have never been worse.
A close pal of the hip-hop power couple says Bey and Jay are being advised to play up their happy family act for the paparazzi and on social media, despite the collapse of their marriage. They will release a joint statement addressing the rumors in late September, once their current tour wraps, the friend says.
“Let’s leave it at it’s only a matter of time (until they split.) It’s so obvious now it’s embarrassing,” a source tells Confidenti@l. The duo are currently on the West Coast leg of their successful On the Run tour.
“Around the time the tour ends, they’ll make a choice on whether they want to separate or admit trouble.”
Another pal of the couple says they will finally address the problems because Jay is “so over it.”
“He wants this tour to end and he wants the rumors to stop,” says our second source.
Our first insider says the couple, who married in 2008 and had daughter Blue Ivy in 2012, are both impeccable performers who have been fooling their fans for two years now and that their relationship is “strictly business.”

But now, whispers of the relationship’s epic collapse are so loud that Bey and Jay have been reaching out separately to pals, complaining they’re unhappy because the energy of keeping up appearances offstage has become unbearable.

So why stay together?

Billboard has reported the tour can expect to gross close to $ 100 million before it ends its run.
